The 70th Anniversary of the Rotary Changeover Dinner at Garema Hall was a great night on Saturday. The Garema Hall is looking fantastic and the work that has been done out there is a great credit to the community members involved. Next week Councillors Jenny Webb and Phyllis Miller, Director Engineering and Technical Services John Zannes, and myself will be attending the Australian Livestock Markets Association annual conference and annual general meeting in Rockhampton. This will be my last board meeting as the meeting dates clash with Centroc meetings.

On Saturday, I met the Deputy Premier John Barilaro when he visited Forbes. It was a great opportunity to discuss grant funding that may be available for Forbes to repair heritage buildings and infrastructure, especially old sporting infrastructure. The Mixed Bowls Competition held on Sunday was a great event with credit to the organising committee. The weather was beautiful and teams came from across the Central West, one team was even from the Philippines.

Yesterday was our July Council Meeting and I will report more on this next week. The Delivery Program was one of the items on the agenda and will be on display for comment if it was endorsed for public exhibition at the meeting.

Funding boost for Yoorana Gunya Family Healing Centre: Nationals’ MP and Minister for Small Business Mr McCormack said patients in Forbes will soon realise the benefits of improved facilities. The Yoorana Gunya Family Healing Centre in Forbes is one of 67 medical practices that were offered grants across the nation, with a total of $13.1 million allocated under the Government’s Rural General Practice Grants program. “This grant will provide assistance to the Yoorana Gunya Family Healing Centre to develop a holistic approach to Indigenous healthcare,” Mr McCormack said.

Forbes Lions Changeover: The Ninth Annual Changeover for the Forbes and District Lions Club was held at the Vandenberg Hotel last week. President Ray Judge was re inducted for his second term, and will be supported by a committee of experienced members. The Forbes Lions have had a successful and busy year. In addition to regular activities, members were involved in hosting the State Finals of the Youth of the Year Competition which brought visitors to town from all over the State; and were quick to respond during last year’s floods, setting up a Relief Office in the HACC centre to provide assistance to affected individuals. Ray presented Certificates of Appreciation to Peter Bright for his work with the Flood Relief Centre and State Youth of the Year Final, and to Neil Lambert for his work with the State Youth of the Year Final. Why Are Minutes Of Your Meeting Essential?
The answer is that they are required by Section 50 the Associations Incorporation Act, 2009 and must be kept by the Secretary. Similarly, corporations are required to keep minutes of meetings too. Members may at all reasonable times inspect the minutes, although shareholders of corporations have only limited ability to view minutes of Directors’ meetings.

There are no absolute rules about how minutes of meetings should be set out, other than they need to be in English and be reasonably
understood. We suggest that minutes should include; a list of attendance, apologies, correspondence (including electronic) and a Treasurer’s report. The meeting date and location should be recorded, along with the meeting’s start and finish times.

Motions need to be accurately set out by the Secretary in the minutes and he or she should indicate if they were carried, lost, or amended and carried. The Chairperson might ask for a show of hands or may pass the motion on the voices. Too often the Chairperson fails to declare the motion as passed and that can lead to controversy. Some laws or rules require motions to have secret ballots, and these must be strictly observed.

There should always be a motion to confirm the previous minutes with or without amendments. The Chairperson should sign and date the minutes to certify they are correct. Circulating minutes via email eliminates the need to read out minutes at subsequent meetings, saving time.

Nominations open for Forbes Indigenous and Junior Indigenous Person of the Year Awards

Forbes Shire Council has opened nominations for Forbes Indigenous Person of the Year and Forbes Junior Indigenous Person of the Year Awards.

The Forbes Indigenous Person of the Year Award is open to local Indigenous people aged over 18 years, while the Indigenous Young Person of the Year Awards

“Forbes has many outstanding Indigenous residents and this is a chance for the community to see they receive the recognition they deserve,” Mayor Graeme Miller said.

The awards are part of NAIDOC celebrations, but while the national week runs in early July, Council will hold a local event on August 24 to ensure more people can participate.

“NAIDOC Week falls during school holidays. Having our celebrations later means we can get more of our young people involved, and hopefully the weather will be a little kinder,” Mayor Miller said.

The celebrations will feature a march, performances from local schools, and a community barbecue. World class Indigenous performers, Koomurri, will also perform.

“Koomurri have performed at the AFL and NRL Indigenous rounds, the Rugby World Cup, and the Sydney and Athens Olympics. More recently they’ve performed at the Adelaide Fringe Festival and we’re delighted to welcome them to Forbes,” Mayor Miller said.

Nominations close at 5pm on Tuesday, August 11. Nomination forms can be completed by visiting Council’s Administration Office. Contact Community Relations Officer Blake Nicholson on 6850 2355 for more information.

Deputy Premier Invites Forbes To Lunch

The Deputy Premier and Minister for Regional NSW, Skills and Small Business John Barilaro MP will visit Forbes this Saturday as part of an electorate-wide visit to the Orange Electorate.

Mr Barilaro will be accompanied by the Parliamentary Secretary for Western NSW, Rick Colless MLC and will be available to meet with members of the Forbes busi- ness community, dryland farmers, irriga- tors, livestock producers and members of the community at the Vandenberg Hotel, 7 Court Street Forbes at 12.30 pm on Saturday 15th July.

“It is important that all sections of the community fully understand the direction the new leadership of the government is taking NSW”, said Mr Colless.

“There are some exciting new funding programs bringing serious money to regional NSW which I am sure the Deputy Premier will bring people up to speed with on Saturday.”

“John Barilaro is absolutely committed to improving the infrastructure and commu- nity facilities throughout regional NSW and this will be an opportunity for those community groups to crystallise their ideas for moving their communities forward”, Mr Colless said.

Lunch will be provided for $20 per head.

Meniscus Tears Part 2

Whether due to trauma or degenerative changes a torn meniscus will often present with pain and swelling in the knee joint and difficulty straightening the knee. Sometimes there may also be a history of painful clicking or locking. Manual testing and MRI can confirm the diagnosis of a meniscus tear.

Whenever possible, physiotherapy is considered the first line of treatment when there are symptoms of a meniscal tear. This involves strengthening exercises, icing to reduce swelling and avoiding activities that put pressure on the joint such as pivoting, squatting or repetitive bending of the knee.

One of the main functions of the knee joint meniscus is to absorb shock. Luckily, the muscles around the knee also function as shock absorbers. Research has shown that as muscle strength around the knee in- creases bone stress decreases and there- fore pain and dynamic stability improve.

If, after a few weeks of conservative management, pain and dysfunction are still present your doctor may recommend surgery. This is usually day surgery and involves arthroscopic repair or removal of the torn piece of cartilage. As part of the recovery process the muscles around the knee must be strengthened in order to minimise sec- ondary degenerative changes.

If osteoarthritis is also present in the affected knee, as is often the case with degenera- tive meniscus tears, surgical treatment may not provide the pain relief or return to optimal function normally expected of arthroscopic repair. In fact the research indicates that arthroscopic surgery for this population offers no advantage over physiotherapy for relief of symptoms or improvement in function.

Deadline Extended For BOSCARS

You still have time to get your entries in for the BOSCARS! The original deadline of the 10 July has been extended by two weeks, making the 24 July the final day for submissions.

The committee has taken on board that businesses and their staff are under pressure due to the end of financial year and school holidays. BOSCARS Committee member, Stevie Morrison said, “The Committee and the NSW Business Chamber understand how hectic this time of the year is for all involved and have offered their full support for the extension.”

Stevie urged businesses to enter the awards. “Just writing a submission enables you to review what your business has achieved during the year,” she said.

The 2017 Business Awards will be judged by seven independent business leaders from across the State.

Like last year, several award categories are aligned with the NSW Business Cham- ber Awards. Winners of those categories can elect to progress directly as finalists to the 2018 Western NSW Business Awards without reapplying.

Local Kids Make Positive Connections At Camp

How much fun would it be to spend three days with more than 100 other year 5 students, messing about in the great outdoors?

Last month, 114 local kids got to find out when they enjoyed three days of adventure, skill development, and outdoor learning at NSW Sport and Recreation Camp Lake Burrendong.

The camp is an annual event under Forbes Shire Council’s Positive Connections program, which began in 2011 and is supported by Evolution Mining.

Council and Evolution Mining partnered with Forbes North Public, Forbes Public, Bedgerabong Public and St Laurence’s Primary Schools to provide the subsidised excursion, which ran from 21-23 June.

The Lake Burrendong Camp provides the students with a range of challenges and ac- tivities that promote key learning and com- plements the curriculum.

The students develop skills in communication, problem solving, cooperation, negotiation, and respect, and an appreciation of the natural environment and sustainability.

Forbes Shire Council’s Youth Development Assistant Clarissa Stewart described it as a chance for the students to experi- ence the outdoors in a fun, active and inclusive setting. “They can step out of their comfort zones, learn, challenge, grow and develop,” she said.

Mayor Graeme Miller said the camp is a great way for students to build relationships with other students before transitioning into high school.

“Lake Burrendong offers students a great experience, and with the help of Evolution Mining and the schools, Council is pleased to support it,” he said.
