Future Of Rural Landfills Announced

October 5, 2017 by Maggi Barnard

Rural landfills in the Forbes Shire will soon have changed operating hours or will be closed to provide a sustainable future in dealing with waste compliance and environmental enhancement.

Bedgerabong and Garema landfills will be open limited hours and staffed while open, Ootha will be controlled via an agreed access system with residents and Wirrinya and Warroo landfills will be mothballed.

These changes will come into effect from Monday, 6th November 2017.

“Rural tips across the Forbes Shire are closing or altering their mode of operation and this is to encourage recycling, improve waste disposal, increase the life of existing landfills and to comply with legislation,” Forbes Shire Council’s Acting General Manager Max Kershaw said.

“Council has weighed the views of residents against the potential consequences of unrestricted and uncontrolled access to the Shire’s landfills. We understand that not all residents will welcome this decision but we cannot continue to expose ratepayers to the level of risk that the status quo entails,” Max said.

The NSW Environmental Protection Agency tightened its Solid Waste Guidelines in 2016 and has cracked down on asbestos, tyres and other problem waste materials. In the last few years a number of infringement notices have been issued to regional Councils and more compliance officers employed. Fines for non-compliance can run as high as $1,000,000 per day.

“As well as being compliant with the Solid Waste Guidelines, we also don’t want to see our villages become a dumping ground for asbestos, tyres and chemicals,” Max said.

“Uncontrolled and unregulated access to tips leaves Forbes Shire Council and the broader community in an extremely vulnerable position and we have to take these measures to safeguard residents.

“This is not about restricting waste disposal; it is about better management of our waste facilities and safeguarding the local environment.”

Forbes CBD Master Plan A Step Closer

October 5, 2017 by Maggi Barnard

Consultants Group GSA and AP Sheere were set to start work on the Forbes CBD master plan this week.

The consultants were selected by Forbes Shire Council’s CBD Working Group after 13 responses to the request for quotation were received.

Group GSA and AP Sheere have 32 years of project management experience, specialist expertise and experience in CBD master planning which includes Riverstone Town Centre, Georges River Precinct, Ramsgate Village Centre, Strathfield Square and Ramsgate Beach Town Centre.

The Forbes CBD master plan is expected to take about six months to complete and will include community consultation on 1st and 2nd November.

The community consultation will include workshops and a community walk through the CBD.

Forbes Mayor Graeme Miller said the CBD master plan would provide a long-term vision of how the town centre will look and function in the future.

“We are pleased to have consultants Group GSA and AP Sheere to work on the plan,” Graeme said.

“The plan will have a 10 to 15 year timeframe and will include economic and tourism opportunities and an urban design and revitalisation strategy including landscape improvements.”

Forbes Business Chamber Vice President Marg Duggan said the Chamber was extremely pleased the Forbes CBD master plan was being created.

“The beautification of the CBD and having a long term plan in place will be beneficial for Forbes businesses and the community,” Marg said.

“The Forbes Business Chamber is really enthusiastic to be one of the major stakeholders involved in the process of the master plan.”

Bush Fire Season Begins For The Mid Lachlan Valley Team

October 5, 2017 by Maggi Barnard

The NSW Rural Fire Service (NSW RFS) is reminding Mid Lachlan Valley Team (Parkes, Lachlan, Weddin and Forbes LGA) residents that fire permits are required during the statutory Bush Fire Danger Period.

NSW RFS District Manager Superintendent Ken Neville said hotter and drier conditions mean fires are more likely to start and spread quickly during the Bush Fire Danger Period, which officially began on 1st October.

“From now until the end of the Bush Fire Danger Period, people wishing to light a fire in the open will require a permit, which are free and can be obtained from your local fire station or Fire Control Centre,” Ken said.

“When conditions are particularly bad, such as on days of Severe, Extreme or Catastrophic Fire Danger, the NSW RFS may declare a Total Fire Ban, prohibiting the lighting of any fire in the open, even if you have a fire permit.”

On a day of Total Fire Ban the lighting of fires is prohibited. This includes cooking fires using incinerators and barbecues which burn solid fuel, such as wood or charcoal.

Gas or electric barbecues are permitted under the following conditions: they are on residential property within 20 metres of the house or dwelling; they are in a picnic area and the appliance is approved by Council, National Parks and Wildlife Services or State Forest; they are under the direct control of a responsible adult; the ground around a barbecue is cleared for 2 metres of all material which could burn and you have an immediate and continuous supply of water available.

“We urge all residents in the Mid Lachlan Valley Team area to be vigilant and extremely careful with fire during the Bush Fire Danger Period,” Ken said.

“Every resident should have a Bush Fire Survival Plan so they know what to do on days of increased fire danger and can immediately put their plan into action if their home is threatened by fire.”

Information about Total Fire Ban declarations is published at www.rfs.nsw.gov.au. Locals can also call the Forbes Fire Control Centre on 02 6851 1541 or the Bushfire Information Line on 1800 NSW RFS (1800 679 737).

Forbes Motorshow Steers Towards Success

October 5, 2017 by Maggi Barnard

It was a gathering of shiny metal and roaring engines last Sunday at the 8th Forbes Ben Hall Motor Show.

Approximately 4,000 automobile fans fawned over the sea of more than 300 entered vehicles including bikes, cars, vintage machinery, trucks and tractors on display. The event took place at South Circle Drive and attracted 165 official entries for a category trophy.

President of the Forbes Motor Show Ian (Bart) Bartholomaeus said: “This year’s show has exceeded all expectations. It’s been an unbelievable day with great weather that reflects on the number of people that’s come out today.”

Entrants came from as far as Canberra, Melbourne and Sydney.

Forbes locals did not let out-of-town competitors take all the glory with Forbes Public School student Clare Little, winning the trophy in the Best Street Rod category with her junior dragster vehicle.

At just 12, Clare is ranked fifth and top girl junior dragster in NSW (8 to 16 years old). She started racing when she was only eight years old. These days racing at the Sydney Dragway, with a special licence and all the necessary safety equipment, Clare can get up to speeds of over 120km/h.

Other Forbes locals doing well at the show were Willy Webb with his Custom Pro Street Harley winning the award for Best Custom Bike and Graeme Coady’s Kawasaki Z1 900 Quacka winning the People’s Choice Bike award. J&K Glennan Transport, M&A Bray Transport and R McClintock & Co were trophy winners in the truck categories.

Shin Splints

October 5, 2017 by Maggi Barnard

With winter sports winding up and pre-season training for summer sports commencing, it is not surprising that today I saw my first case of shin splints (Medial Tibial Stress Syndrome), for this year.

Medial Tibial Stress Syndrome (MTSS) is the medical name for lower leg pain that occurs below the knee on either the front outside part of the leg (anterior shin splints) or the inside of the leg (medial shin splints). MTTS is a common injury seen in many running or jumping based sports for example, basketball, netball, football or hockey.

Shin splints most commonly occur when repetitive or prolonged activities place strain on where the muscles attach to the outside lining of the bone (tenoperiosteum). Put simply, the cause of MTTS can be summed up in four words: too much too soon. Athletes often first experience shin pain early in the season due to deconditioning and when training surfaces are generally harder. Later in the season it can be caused by increased load or fatigue from over training and not allowing enough time for recovery between activities.

If you have shin splints stretch your calf muscles regularly through the day. Another good stretch is to kneel on a carpeted floor with your legs and feet together and toes pointed directly back then slowly sit back onto your heels, pushing your ankles onto the floor until you feel tension in the muscles in your shin. Hold for 15 seconds then relax and repeat. When you return to sport, increase your load slowly and avoid running on hills and hard surfaces until your pain goes completely.

New Camp Street Bridge Concept

October 5, 2017 by Maggi Barnard

Roads and Maritime Services have invited the community to view the concept design for the new bridge across Lake Forbes which will replace the existing Camp Street Bridge at Forbes.

Parliamentary Secretary for Western NSW Rick Colless said the NSW Government has provided $500,000 to fund planning of the new bridge across Lake Forbes on the Lachlan Valley Way.

“An architect was engaged to design the new bridge, which includes landscaping suitable to the surrounding lakeside environment,” Rick said.

“The lamp posts from the existing bridge, which was built in 1927, will be incorporated in the design to complement the town’s heritage aesthetics.”

“A new bridge is needed to meet current design standards and improve safety for motorists and pedestrians into the future as the existing bridge is narrow, in poor condition and nearing the end of its useful life.”

“The project will involve building a new, wider bridge across Lake Forbes with wider travel lanes and pedestrian/cyclist paths.”

A number of drop-in sessions are being held where the community can view the design for the new bridge and speak with the project team. Sessions will be on Monday, 9th October at 11am to 2pm and Thursday, 12th October at 4pm to 7pm at the Forbes Shire Council, also on Saturday, 14th October at 9.30am to 12pm at Lachlan Street Forbes (outside Bernardi’s supermarket).

The bridge design can also be viewed at Forbes Shire Council and Forbes Library where it is on display until Thursday, 30th November.
