Mayoral Notes

July 10, 2025 by Roxane Manley

Stephen Lawrence MLC announced that Forbes has been awarded funding for Forbes Street Dreams – a brand-new immersive art and cultural festival that will transform Forbes into a vibrant celebration of creativity and community.

Planned for Saturday 27 September from 5:00pm to 9:00pm, the event will activate Harold Street, Victoria Park, and Town Hall into dynamic spaces filled with art installations, interactive light displays, live performances, and delicious food.

Forbes has a strong and proud history of hosting art events and festivals and we will be working with these committees to deliver a unique and completely funded night of culture and fun for the community. What a treat! Thank you to our local police who have conducted raids on local businesses four times in the last month – each time seizing illegal products. As a result two people have been charged and some large fines have been issued.

I think you will agree there has been an increased police presence in our community – it is very much appreciated. Remember to call 000 if you or your property is in immediate risk.

As the President of Local Government NSW, I spent some time this week with councils from the Northern Rivers of NSW.

These areas have again endured extreme flooding and it has been insightful and hopefully comforting for them to have representatives in the area who understand the plight of flooding. Our thoughts are with all those impacted.

Did you see the story about Ryan Glennan on the local news this week. It was a lovely story about Ryan, who first began working at the Central West Livestock Exchange for council. He is now working for VC Reid and was selling at Monday’s cattle sale. Just a quick note in the last financial year, we have yarded over 78,000 cattle and calves, 1,738,394 sheep and lambs and over 6500 pigs. What an amazing livestock selling centre.

God Bless,
Phyllis Miller OAM

Diabetes And Your Eyes- Don’t Wait Until It’s Too Late

July 10, 2025 by Roxane Manley

Familiar faces from Hansen’s Optometrists in Parkes: Optical Dispenser Amanda and Practice Manager Maree.

This Diabetes Week, we’re encouraging everyone living with diabetes to prioritise their eye health.

Diabetes is a chronic disease that occurs when there is too much glucose in the blood.

This happens because the body is not producing insulin or not using insulin properly.

Type 1 Diabetes occurs when the pancreas no longer produces insulin. This is one of the most common chronic childhood diseases in developed nations and requires insulin therapy.

Type 2 Diabetes occurs when the pancreas is not producing enough insulin or the insulin is not working effectively. Risk factors for type 2 include; family history, being overweight. Type 2 diabetes represents 8595% of all cases, it is managed with lifestyle adjustments, and /or medication.

Diabetes can silently damage the small blood vessels in your eyes, leading to serious conditions and permanent vision loss.

A big dilemma that we face is that these changes often occur without any obvious symptoms in the early stages.

That’s why regular, comprehensive eye checks are so important. Early detection is your best defence.

At Hansens Eyecare Plus Parkes, we use the latest imaging technology to thoroughly examine the retina and detect even the smallest signs of diabetic eye disease.

Our advanced equipment—like OCT scans, help us to spot issues long before they affect your vision.

We take the time to check your eyes properly and explain everything clearly, so you feel informed and confident about your care.

If you have diabetes, don’t put off your eye exam. It could help preserve your vision for years to come. Book your diabetic eye check with us today.

New Grants To Help Bush Connectivity

July 10, 2025 by Roxane Manley

The Regional Tech Hub has announced a new grants program, offering up to $3000 to community groups across rural, regional and remote Australia.

The Connect Grants are open to grassroots projects that help people navigate the complex world of phone and internet connectivity.

Regional Tech Hub General Manager, Jennifer Medway, said the program is about delivering practical, on-the-ground support.

“People now have more options for connectivity than ever before, but having options isn’t enough if you don’t know how to access them or where to start,” Ms Medway said.

“The Connect Grants are designed to bridge that gap by supporting local groups to create opportunities to explain services, support people through choices, and share tools to improve connectivity.

“The funding can be used for things like hosting community workshops, facilitating local training sessions, producing simple, localised resources, upskilling staff or volunteers in connectivity literacy, promoting the Regional Tech Hub, or sponsoring events where connectivity information can be shared.

“We know from working with thousands of communities across Australia that people are crying out for practical, local help. This program goes a long way to providing it,” Ms Medway said.

Eligible applicants include not-for-profits, community groups, councils, and regional service providers. Applications close at noon on Friday, 8 August 2025. Projects must be delivered within six months of approval. For more information visit the RTH website, or contact: hello@regionaltechhub.org.au.

$27 Million To Restore Critical Water And Sewer Infrastructure

July 3, 2025 by Roxane Manley

A grateful Parkes Mayor Neil Westcott gave a visibly heartfelt thank you to the Minister for Recovery Janelle Saffin for her help in securing the funding

The Minns Labor Government is investing $27 million to restore vital water and sewer infrastructure in the Central West, helping communities recover from the 2022 floods and prepare for future disasters.

A major focus of the funding is the $22.9 million rebuild of the Lake Endeavour water pipeline in Parkes Shire, which will be reconfigured to a safer, flood-resilient location.

This pipeline is a critical component of the water supply system for around 10,000 residents and plays a vital role in supporting local agriculture and industry, including the Parkes Special Activation Precinct.

Rebuilding the Lake Endeavour pipeline will strengthen water security for local families and businesses, support local jobs and contribute to the region’s broader economic recovery.

The Lake Endeavour reservoir is a vital part of the Parkes water supply, ensuring continued access during drought and periods of low flow and poor water quality in the Lachlan River.

Minister for Recovery Janelle Saffin said “I’ve seen the damage to Lake Endeavour firsthand. The risk of Parkes running critically low on water was simply unacceptable, especially with only one main supply left and with the threat of drought hanging over the community again.”

“Reliable water and sewer services are things people in the cities often take for granted. Our regional communities shouldn’t be left worse off after disasters.”

The funding follows close collaboration between the NSW Government, Parkes, Cabonne and Lachlan Shire Councils, local water authorities and local stakeholders.

Mayoral Notes

July 3, 2025 by Roxane Manley

What an amazing weekend of sport! On Sunday, Forbes played host to more than 3,000 junior athletes and supporters from across NSW for the annual Youth Soccer Gala Day. A total of 85 teams competed in over 180 thrilling matches throughout the day. Congratulations to Forbes District Soccer Club for organising an outstanding event. Days like this not only energise grassroots sport but also deliver a valuable boost to the local economy.

One of the standout moments was the official opening of the Youth Strength and Conditioning Gym. It’s the first of its kind in regional Australia and features cuttingedge equipment designed to support the development of young athletes.

The weekend also drew players and supporters to town for the Forbes Platypi and Forbes Magpies Juniors Home games.

On Monday, around 2,000 people attend the Catholic Schools Rugby Trials Day. All the sportsgrounds looked amazing and the crowds were very appreciative.

I wish to thank the Minns State Government for its commitment of $20.2 million for the Forbes Hospital Operating Theatre Redevelopment in the 2025/26 State Budget.

The new operating theatre will be equipped with state-of-the-art technology and built tothe highest modern medical standards.

The redevelopment ensures the continued delivery of essential services, expands the capacity to perform a broader range of surgical procedures, and delivers the healthcare our community deserves.

This week I welcomed the launch of a new three-year partnership between Local Government NSW and the NSW Government to help councils tackle the root causes of domestic, family, and sexual violence.

The Pathways to Prevention Strategy will support the delivery of primary prevention programs like unconscious bias training, gender equality initiatives, and awareness resources.

Councils are central to our communities and, when well-resourced, are well-placed to lead on social issues. Violence of this kind is preventable. With the right tools, councils can help stop it before it starts.

God Bless,
Phyllis Miller OAM
